Orange County Sanitation District (OCSD)
Environmental Laboratory and Division of Environmental Assessment
OCSD has been an essential partner in studies directed toward understanding the many kinds
of human impacts on the marine environment off-shore of Orange County, CA. They have
contributed important resources, from marine biology scientific expertise to in-kind matching in
support of federal and regional projects. They take their role in these efforts very seriously,
and are actively interested understanding the impacts of us humans, as our wastewaters are
treated and released. They are also quite active in educating the public about how we can all
reduce our impacts on the coastal environment (for example, getting away from "flushing and
forgetting" environmental hazards like pharmaceuticals and chemicals!).
As researchers, we at EEL have been extremely impressed with OCSD's explicit support and
partnership in important environmental research, and in serving the taxpayers of Orange
County (and all Californians) in understanding the hazards and health of our coastal
environment. In this day of deep concerns about government, here is a notable, highly
positive example of compassionate, effective public service.
OCSD's Senior Scientist in the Ocean Monitoring Division, Dr. Jeffrey Armstrong, has worked
closely with EEL in developing and carrying out research projects along the Orange County
coastline (from Los Angeles county to San Diego County). Dr. Armstrong is also an adjunct
faculty member at California State University, Long Beach, where he serves on graduate
thesis committees and contributes to teaching in marine and environmental biology and policy.
We would also like to acknowledge the many valuable contributions of other OCSD scientists,
administrators, and staff:
Senior Scientist George Robertson
Principal Environmental Specialists Mike McCarthy and Mike Mengel
Senior Environmental Specialists Ken Sakamoto, Christina Thomas and Hai Nguyen
Environmental Specialist Laura Terriquez
Senior Laboratory Analyst Rob Gamber
Environmental Laboratory and Ocean Monitoring Manager Dr, Sam Mowbray
Ocean Monitoring Supervisor Dean Pasko
